In reply to your Despatch No.103 of the 8th ultimo, I have the honour to make the following observations on the letter from Mr. Howard of the 16th March, a copy of which was received with your Despatch No.89 of the 23rd idem.

2. The depreciation of the Lot was arrived at on the same lines as were adopted in the case of Marine Lots 188 and 189 reported in Sir Henry Blake's Despatch No.376 of the 16th August, 1900; the decision in that case having been accepted by the Executrix of the Estate.

3. The depreciation of these Lots was fixed at 75 cents per foot being the difference between an independent valuation obtained for another purpose than the assessment of compensation from Messrs. Denison and Ram, a firm of Architects previous to the occurrence of any damage on account of the reclamation where the value of the lots was put at $3.25 per Square Foot, and a valuation by the Director of Public Works, who put it at $2.50 per Square Foot after the date on which it was settled that such depreciation began.

4. It was considered that the lot now concerned suffered...
